Old and worn but clean hotel with good service and fairly conveniently located near Niigata station
We booked this hotel to visit the Nagaoka Hanabi festival after there were no more hotels available in Nagaoka and were pleasantly surprised by the value for money and the service. The hotel is a reasonable distance away from the main station which made getting to Nagaoka and back convenient, although it isn't the most picturesque part of Niigata. The hotel is a bit old and worn but clean and the rooms were basic but ok. We had a western style room but without a proper mattress (it was a futon-style mattress on a wooden base), which ended up being a bit hard. The front desk staff were very friendly and helpful and we received a yummy peach dessert as a free welcome gift and the hotel offers complimentary ramen in the evenings and complimentary drinks and ice cream after visiting the Onsen.
The hotel is quite old and worn, and the Onsen was very crowded (although that isn't the hotels fault, we just tried to go at the wrong time :-)). Our room smelled of smoke even though we had booked a non-smoking room.

Decent, but on the higher end of cost for what you get.
The property was clean and friendly. What was extra nice was they had a popsicle stand for when you get done with the Public Bath.
Stated it had AC, it did not. So we had to open up the windows, but then all of the traffic noises came in easily.

Just 10 -15 minutes you can reach station and shopping mall, and of course local restaurants
The hotel location just between station and shopping mall, just 10 - 15 mins walking distance you can reach everything. And there is fresh air from indoor space.
